INTERNATIONAL SPECIAL STUDENT APPLICATIONS FOR SPRING 2009-2010

• Special students are those who are allowed to take some courses, although they are not enrolled in one of the programs in the university.

To take courses as a special student, the permission of the professor who gives the lecture and department chair is required.

Special students can take maximum 2 courses in a semester. A student can take courses up to 4 semesters as a special student. Presidency’s approval is needed for reasoned requests.

Regarding the addition of the courses taken as a special student to the grade point average of graduate programs, the Presidency of Higher Education Council states that a student who registers as a special student to a graduate program can take maximum 50 % of the credits of the courses that she/he is supposed to take. Within the framework of this statement, each institute may have differential practices. Those students who take courses as a special student and want to add them to their grade point average in the future are recommended to contact with the related institutes.

•Alumni of METU, alumni of other universities (a BS or BA degree at least) or students of other universities can take courses as special student.

Former students of METU who are dismissed may take courses as a special student. In this case, the courses taken as a special student cannot be added to their grade point average in the future if they return to METU as a student.

A student who is registered in another university and wants to take courses with the approval of their institutes has to follow the same procedure of application and registration. Otherwise (without application and registration) they cannot be graded even if they follow the course throughout the semester.

• No diplomas or titles are given to special students. However, a certificate including the courses and grades received can be given to them. If they are accepted as a graduate student to METU later, the grades which are approved by the concerned administrative committee, can be added to their cumulative grade point average.

• METU Ph.D, M.S and B.S. students can not take course as a special student.

APPLICATION AND REGISTRATION PROCEDURES

REQUIRED DOCUMENTS

1. Completed application form with one passport-size photograph.
(The application form can be downloaded from: http://www.oidb.metu.edu.tr/english/specialform.doc
or it can be taken from the Admissions Office /Registrar's Office, ground floor)

2. Approved copy of Diploma or transitory graduation certificate (student certificate for those who are currently students of other universities). Application documents are cancelled after one year. Therefore in case of submitting original documents, there will be no return. Original copy of transcripts (except for METU graduates). If transcripts are not in English, a notarized or attested translation should be provided.

3. One passport size photograph

4. Receipt of application fee and course fee (per credit).

The application forms should be signed by the instructor and the chairperson of the department. Then, they should be submitted to the International Students' Office (Presidency, Z-18) until the deadline.

Registration of special students will have been completed by submitting the required documents. They do not need to register interactively.

Special student applications are valid for only 1 semester and the students who wish to be special students in the following semesters should renew their applications for each new semester. The students who have taken a course or courses as special students in the previous semester do not have to pay the application fee again.

Students who are taking non-credit courses have to pay the fee of two credit courses.
The complete course fee is returned if the special student wants to withdraw from the course or cancel the registration within the first two weeks of the semester. Fifty % of the course fee is returned if the student wants to withdraw or cancel the registration within the four weeks.

After registering as a special student, she/he may apply for the repayment of the course credit fee and application fee within the first month of the semester if the course is closed (because of insufficient number of students registered etc). For the repayment to be done the form that can be obtained from Registrar’s Office/Accountancy Office should be filled out and a copy of bank receipt should be submitted.

The students have to pay the fees per credit during registration dates to the bank accounts given below.

STUDENTS EXEMPTED FROM THE FEES FOR APPLICATION AND COURSES

Graduate students of Bilkent University and research assistants do not have to pay any fee for application and courses due to protocol made between METU and Bilkent University.

Graduate students of Institute Of Health Sciences of Hacettepe University when taking courses from
Medical Informatics Master and Ph.D. Programs of Informatics Institute do not have to pay any fee for application and courses.

STUDENTS WHO PAY THE FEES WITH % 50 REDUCTION

Research assistants and technical and administrative staff of METU (except part-time instructors)

Graduate students of Ankara, Gazi, Hacettepe Universities

Research assistants of other government universities

Students and research assistants of Eastern Mediterranean University

The research assistants are required to confirm their research assistantship by a document from the Personnel Office of their Universities.

THE STUDENTS WHO WISH TO TAKE COURSES FROM EVENING MASTERS PROGRAMS WITHOUT THESIS

The students who wish to take courses from evening masters programs without thesis are not involved in the exemption and reduction of the fees. Those students (both Turkish and international) are required to pay the fees per credit specially determined for each program. They should go to the Accountancy Office (Registrar's Office,1st floor) and take a letter from this office in order to make the payment. Then, they should go to the bank with this letter and make the payment to the bank account number given by the Accountancy Office. Next, they should submit the copy of the receipt of payment and the other documents reuired for registration to the Admissions Office (Registrar's Office, 1st floor).

The original copy and another copy of the receipt should also be submitted to the secretary of the concerned department.
